NEW YORK - The head of oil giant Chevron Corp on Wednesday called on President-elect Barack Obama to create a national energy policy that promotes efficiency, opens up new areas for oil production and sets a clear policy on carbon dioxide emissions.

Oil no longer springs up from the ground like it does in the opening credits of The Beverly Hillbillies or in the halcyon 1900s of There Will Be Blood . And according to proponents of Peak Oil theory, which was seemingly confirmed in the early 1970s by the rapid drop-off in domestic oil production, the fuel crisis is bound to get worse.

Roseville-based Solar Power Inc. reported a strong increase in quarterly revenue and a reduction in its net loss. The company brought in $19.6 million during the three months ended Sept. 30, compared with $8.4 million a year earlier.
